The introduction of achievement standards in Germany is closely tied up with the heated educational debate in the wake of the PISA results 2000. The article summarizes the key role which both the „Common European Framework“and a report by German educationalists on „National Educational Standards“have played in this development. The philosophy of these two documents is contrasted with the criticism levelled against the tasks and activities found in the national standards for foreign language instruction (issued by the Council of German Education Ministers: KMK). The article closes with a balanced assessment of the pros and cons of the German approach towards the implementation of standards in our domain.

Der Beitrag stellt die Entwicklung von „Bildungsstandards für die erste Fremdsprache“ in Deutschland in den Kontext der bildungspolitischen Diskussion nach PISA 2000. Anhand der beiden Schlüsseldokumente des Europäischen Referenzrahmens und des Klieme-Gutachtens zur „Entwicklung nationaler Bildungsstandards“ werden zentrale Überlegungen zur Konzeption und Funktion von Standards für die fremdsprachliche Domäne erläutert. Danach erfolgt eine Zusammenfassung der Probleme, kritischen Einwände und offenen Fragen, die die kontroversen Auseinandersetzungen im Anschluss an die Einführung nationaler Standards für den Fremdsprachenunterricht durch die Kultusministerkonferenz (2003/04) bestimmt haben. In einem Fazit werden sowohl das Potential der Standards für die Qualitätssicherung als auch deren Defizite für die Weiterentwicklung dieser Fächergruppe benannt.
